This service assists the State Board of Education as per ORS 339.035 (2) which states “When a child is taught or is withdrawn from a public school to be taught by a parent, legal guardian or private teacher, as provided in ORS 339.030, the parent, legal guardian or private teacher must notify the education service district in writing”. Students may be home schooled at any time. However, in order to comply with the compulsory school attendance law, parents of students between the ages of 7-18 must notify their local Education Service District (ESD) of their intent to home school within 10 days of beginning to home school or withdrawing their child from school or moving to a new ESD region. ORS 339.030, 339.035, OAR 581-021-0026(4) Home schooled children must also be tested before the end of grades 3, 5, 8, and 10. The end of the grade is defined as before August 15 following the end of that school year. OAR 581-021-0026(5)
 

 

In addition, when a child who is taught by a parent, legal guardian or private teacher moves to a new education service district, the parent, legal guardian or private teacher shall notify the new education service district in writing of their intent to homeschool.

Harney ESD will send written notification to parents confirming their intent to homeschool their child/ren and to the student/s residing school district.

Oregon Driver License Requirement:

A Statement of Enrollment for a home schooled student is available at the Education Service District in which you have registered as a home school student.
Oregon Revised Statute (ORS) 807.066 states that the Department of Transportation shall not issue driving privileges to a person under 18 years of age who has not either graduated from high school, or received a General Education Development (GED) certificate, unless the person is currently: Enrolled in a secondary school of this state or any other state; Making satisfactory progress toward a General Education Development (GED) certificate; Making satisfactory progress toward a high school diploma; Being taught by a private teacher or parent in compliance with ORS 339.035 or Exempt from school attendance requirement under ORS 339.030 (2).

Extracurricular Activities Requirement:

High School students wanting to participate in sports with their local school districts must have testing done every year as per Oregon law and OSAA regulations. This testing must be completed by August 15th of the prior year to participation. Please contact the local testers in our area for dates and fees for testing.
